ILLINOIS LEGISLATIVE BLACK CAUCUS FOUNDATION EXPANDS ITS STATEWIDE IMPACT THROUGH EQUITY, YOUTH EMPOWERMENT, AND POLICY ADVOCACY
(Chicago, IL) As the Illinois Legislative Black Caucus Foundation (ILBCF) continues expanding its statewide impact, Executive Director and CEO Tiffany Hightower is leading the organization into a new era centered on equity, civic engagement, economic empowerment, and transformative policy initiatives designed to uplift Black communities across Illinois.
Founded in 2002 as the civic and educational arm of the Illinois Legislative Black Caucus, ILBCF has evolved far beyond its original scholarship foundation roots. Today, the organization serves as a driving force for policy analysis, youth leadership development, health equity advocacy, workforce advancement, and community engagement initiatives throughout the state. The Foundation also works closely alongside the Illinois Legislative Black Caucus — one of the nation’s oldest and most influential Black legislative caucuses — which has notably produced leaders such as former Chicago Mayor Harold Washington, former U.S. Senator Carol Moseley Braun, and former President Barack Obama.
Under Hightower’s leadership, ILBCF has continued to strengthen its mission while navigating a rapidly shifting political and social climate surrounding diversity, equity, and inclusion nationwide. Hightower emphasized that despite ongoing attacks against DEI initiatives and significant funding challenges experienced by Black-led organizations, ILBCF remains committed to serving all communities through inclusive programming and strategic partnerships.
“We are focused on equity because equity helps us build thriving communities with parity. Our work has never been about exclusion. It’s about ensuring that people have access, opportunity, and resources that allow communities to grow and thrive together,” said Hightower.
One of ILBCF’s most impactful areas of focus continues to be youth empowerment and educational investment. Since its inception, the Foundation has distributed nearly $2 million in scholarships to students pursuing both four-year university degrees and two-year vocational and training pathways. Scholarship recipients have gone on to become aerospace engineers, attorneys, nonprofit executives, and leaders in government and higher education. In addition to scholarships, ILBCF has expanded civic engagement programming through initiatives like Civic Youth Engagement Day, which recently brought more than 700 eighth-grade students to Springfield for immersive civic education experiences, mock press conferences, and leadership activities designed to inspire the next generation of changemakers.
The Foundation has also continued advancing its broader policy framework established following the murder of George Floyd in 2020, focusing on four key pillars: criminal justice reform, workforce development and education, economic equity, and health and human services. Through specialized initiatives such as its Health Brain Trust and Economic Equity Think Tank, ILBCF is bringing together healthcare professionals, researchers, economists, community leaders, and legislators to create policy-driven solutions that directly address systemic inequities affecting Black Illinoisans.
As part of its continued statewide outreach efforts, ILBCF is preparing to host its highly anticipated Policy Summit on December 11–12 at the Fairmont Hotel in Chicago. This year’s summit theme, “And Still We Rise with Faith, Solidarity, Strength, and Resilience,” will convene legislators, grassroots organizers, nonprofit leaders, corporate partners, faith leaders, young professionals, and community advocates for collaborative discussions surrounding policy, advocacy, and collective progress.
Hightower, who was elevated from Executive Director to CEO, continues to prioritize mentorship, intergenerational leadership, and sustainable organizational growth while honoring the legacy of previous ILBCF leadership that helped build the Foundation into a respected statewide institution.
“Our responsibility is to continue planting seeds,” Hightower said. “Some of the work we do today may fully blossom for the next generation, and that’s the return of meaningful work.”
